“Ukraine Introduces Housing Rental Subsidies for TDPs”

The Ministry of Social Policy of Ukraine, in collaboration with international partners and members of parliament, has developed a new support mechanism for internally displaced persons – a subsidy for housing rentals.

Program and its Objective

Deputy Minister Daria Marchak presented the program on YouTube, emphasizing the targeted nature of the pilot project.

Eligibility Criteria

To qualify for the subsidy, internally displaced persons must spend more than 30% of their total income on housing rent.

Calculation of Subsidy and Housing Standards

Social housing standards will be used to calculate the subsidy: 13.5 square meters per person and 35 square meters per family.

Planned Implementation

The subsidy is planned to be implemented through the Pension Fund in regions with extensive experience in subsidy disbursement.

Financial Metrics

According to the Ministry of Finance, in the first half of 2024, over 3.2 million households received benefits and housing subsidies totaling 24.4 billion hryvnias.

This new initiative aims to improve living conditions for internally displaced persons by providing more affordable housing with support from the state and international partners
