On July 11, 2024, a historic event took place in Washington – President of Ukraine Volodymyr Zelenskyi and President of Romania Klaus Iohannis signed an important agreement on cooperation in the field of security. This happened against the background of heightened tensions in the region and the threat of new aggressive actions by Russia.
This agreement contains specific cooperation mechanisms aimed at strengthening security in the Black Sea region. Among the key points is the transfer of the Patriot system to Ukraine, which will be an important step in strengthening our defense capabilities. Romania will also facilitate the rapid transit of all necessary equipment through its territory, thus providing operational support to our country.
Special attention was paid to cooperation in demining the Black Sea, where Romania will provide the necessary assistance to Ukraine. In addition, Bucharest, together with its partners, will support the F-16 training center for the training of Ukrainian pilots, which will contribute to the creation of a coalition of Air Force capabilities.
The agreement also includes clauses on intelligence and counterintelligence, cyber security, information security, humanitarian demining, sanctions, recovery and reconstruction of Ukraine. An important part of the document is the 24-hour emergency response mechanism in case of repeated Russian aggression or a significant escalation of the conflict.
The signing of this agreement was another step on the way to strengthening cooperation between Ukraine and Romania, as well as increasing the level of security in the region as a whole.
