The National Bank of Ukraine plans to limit card transfers: the decision may be taken as early as this week

By the end of the current week, new restrictions on card-to-card transfers for individuals may be introduced in Ukraine. These measures are aimed at combating shadowy financial schemes, stated the head of the National Bank of Ukraine Andrii Pyshnyi in an interview for “Economic Pravda”.

According to Pyshny, the discussion of the need to introduce such restrictions began at the end of May. The main goal is to combat the so-called “drops”, when fraudsters buy personal data of citizens and open bank cards for illegal financial transactions.

“We expect that this week (August 12-18) the board of the National Bank will consider and make a final decision on this issue,” Pyshnyi noted.

The head of the National Bank of Ukraine admitted that the announcement of future restrictions caused a significant response and criticism from the public, especially among volunteers. However, after a series of meetings with volunteer organizations and a detailed explanation of the innovations, it was possible to find a compromise and take into account the needs of this category of users.

“We were able to explain how the planned measures will allow banks to meet the needs of volunteers, which significantly reduced the degree of discussion. This indicates that we are organically approaching the adoption of a decision that has already been announced by the National Bank,” Pyshnyi emphasized.

He also noted that in order to more effectively fight against “drop” schemes, additional changes to the legislation will be needed, which will help create new tools to prevent fraud.
