Zelensky to Present “Victory Plan” in the US, Seeks Permission for Strikes on Russia with US Weapons

Ukrainian President Volodymyr Zelensky is preparing for a crucial visit to the United States, where he will meet with President Joe Biden. The main objective of the visit is to present a so-called “victory plan” and renew his request for permission to strike targets within Russia using long-range American missiles.

While the exact date of the visit has not been disclosed, it is expected that Zelensky will address the UN General Assembly on September 25, a day after Biden delivers his speech.

Details of the “victory plan” remain confidential, but it is known to include four key components: defining Ukraine’s role in the global security architecture, a set of measures aimed at forcing Russia into negotiations, economic support for Ukraine, and a post-war recovery plan. Additionally, Zelensky has been adamant about the need for permission to target Russian airfields from which powerful bombs are launched against Ukrainian positions.

This visit also serves as an important opportunity for the Ukrainian president to meet with two potential successors to Biden — Kamala Harris and Donald Trump, signaling Kyiv’s long-term strategic planning.

Russia has warned that allowing Ukraine to use Western weapons to strike its territory could lead to NATO’s direct involvement in the conflict, but Ukraine remains resolute in its pursuit of victory and the defense of its territorial integrity.
