Note 1 of the law states that the liberation movements covered by this law must be approved by the Supreme National Security Council of the Islamic Republic of Iran. According to Note 2, the implementing provisions of the law, including the location of the secretariat and the division of functions among the institutions of the Secretariat of the Supreme Security Council, will be prepared at the national level and approved by the Council.
