Since the beginning of the full-scale invasion of Ukraine, 223 carriers have been excluded from the state-run Shlyakh system due to numerous violations of the rules for crossing the state border by persons liable for military service, the State Border Guard Service reports.
The agency notes that the Shlyakh system, created at the end of 2021 to issue international transport permits in a transparent manner, has been repeatedly used in illegal schemes. Men of military age went abroad as drivers but did not return.
“Due to violations of the border crossing rules, 202 licensees have already been disconnected from the Shlyakh system based on the materials of the State Border Guard Service,” the agency said.
Since the beginning of 2024, the SBGS operational and investigative units have submitted more than 2,000 reports to law enforcement agencies on detected offences related to illegal border trafficking and document forgery. About 1,500 criminal proceedings have been opened, and 1,700 people have been notified of suspicion.
The courts have already handed down more than 220 guilty verdicts, of which almost 100 are related to the illegal trafficking of persons across the border.
The Shlyakh system enables licensed carriers and authorities to submit applications for border crossings, providing digital control and transparency in the issuance of transport permits.
