Ukraine presents military strategy for 2025 at Ramstein meeting

Ukraine’s Defence Minister Rustem Umerov presented Ukraine’s new military strategy for 2025 during the 25th meeting of the Ramstein Contact Group on Ukraine’s Defence at an airbase in Germany. He announced this on Friday, 10 January, on his Facebook page.

Four key priorities of the strategy:

  1. Stabilising the front line to ensure control over the current situation on the battlefield.
  2. Strengthening Ukraine’s defence capabilities through army modernisation and partner support.
  3. Strengthening the defence of the skies and sea lanes to counter missile attacks and maritime threats.
  4. An asymmetric response to the aggressor’s attempts to gain an advantage through large-scale attacks.

Long-term plans

Umerov noted that the meeting in Ramstein was an important step in strengthening Ukraine’s defence capabilities. In addition to operational support for current needs, roadmaps for the development of the Ukrainian Defence Forces until 2027 were approved.

“We have moved to a new level of cooperation: in addition to meeting the immediate needs of the war, we will also work on building the long-term capabilities of our army,” the minister stressed.

The presented strategy indicates a shift from responding to challenges to creating a comprehensive defence system that is focused on the future. This will allow Ukraine not only to resist aggression, but also to strengthen its defence potential in the long term.
