At the World Economic Forum in Davos, General Christopher Cavoli, Commander of NATO’s Allied Forces Europe, said that Russia does not have the resources for a major breakthrough in Ukraine. He noted the effective defence of the Ukrainian army and Russia’s difficulties in forming a powerful offensive force due to a lack of manpower.
Russia’s exhaustion and limited resources
“I do not see the potential for a massive Russian breakthrough. This is not only a political but also a military vision. The situation on both sides demonstrates Ukraine’s effective defence and Russia’s problems with creating significant offensive forces,” the general stressed.
He also noted that Russia is forced to bring in thousands of soldiers from North Korea, which demonstrates a lack of manpower. According to Cavoli, such restrictions will force Russia to focus on the use of deterrence.
Continued support for Ukraine
The general expressed confidence that international support for Ukraine would continue, even if the new US administration reduced military aid. He drew attention to the growth of European aid, including an increase in the production of artillery shells and missiles.
“I believe that we will see further growth in support for Ukraine from European allies,” Christopher Cavoli concluded.
What to expect in 2025
According to the general, this year the war may enter a phase of small but exhausting offensives, which will put additional pressure on Russia’s resources. Ukraine, for its part, will continue to conduct effective defence thanks to international support and its own resilience.
