On 27 January 2025, the Ministry of Internal Affairs of Ukraine hosted a meeting of the Law Enforcement Sectoral Working Group. The main topics of the meeting were security sector reform, international partnership and the launch of new initiatives to increase the country’s internal resilience.
The event was attended by heads of more than 30 embassies, representatives of international organisations, members of the Ukrainian parliament, as well as representatives of law enforcement agencies, including the Ministry of Internal Affairs, the Security Service of Ukraine, the State Bureau of Investigation, the State Customs Service, the Prosecutor General’s Office and the Ministry of Foreign Affairs.
Building a new security architecture
In his speech, Minister of Internal Affairs Ihor Klymenko emphasised that the Ministry of Internal Affairs is the key agency responsible for security inside the country. He emphasised that security reform is part of the Internal Resilience Plan presented by President Volodymyr Zelenskyy on Independence Day.
“We are already creating a new security architecture for post-war Ukraine. This is an important step to ensure the stability and security of citizens in the future,” the Minister said.
112 service: rapid response without barriers
One of the main projects of the Ministry of Internal Affairs is the launch of the unified 112 Service, a centralised emergency response system.
“The 112 system is a single window for citizens to receive assistance. No barriers and no long waits. It is already operating in Kyiv, Lviv and Dnipro. At the end of spring, we will open a centre in Odesa,” Klymenko said.
A special feature of the system is its accessibility for people with hearing and speech impairments – they can seek help via video communication with sign language operators. In addition, 65 operators speak foreign languages, which significantly improves customer service.
Controlling arms trafficking and combating illicit proliferation
Another important issue discussed at the meeting was strengthening control over the circulation of firearms. The Minister reminded that since June 2023, the Unified Register of Weapons has been operating in Ukraine, which has helped to simplify registration and strengthen control over its use.
“We are working together with the OSCE and EUAM to combat illicit arms trafficking. The Coordination Centre of the Ministry of Internal Affairs has already shown its effectiveness, and we will strengthen our cooperation,” he said.
Search for missing persons is a state priority
Special attention was paid to the search for missing persons in special circumstances. The Minister stressed that the National Police and all units of the Ministry of Internal Affairs, as well as international partners, are involved in this process.
The launch of a new platform for dialogue between Ukrainian security agencies and international partners will be a key tool for coordinating security reforms and preparing for future challenges.
