The Security Service of Ukraine has exposed a scheme to embezzle budget funds that were to be used to repair an underground shelter in a Kyiv lyceum. This was reported by the SBU press service on 3 February.
Scheme of embezzlement of funds
Officials of a Kyiv district administration embezzled almost UAH 1.5 million from the city budget. The head of the local education department was involved in organising the fraud, involving the director of an affiliated construction company in the illegal activity.
In the spring of 2022, the official signed a contract for the overhaul of an underground shelter of an educational institution worth about UAH 4 million. During the year, the defendants stole 38% of this amount by artificially inflating the cost of the work and signing fictitious certificates of completion.
Investigation and consequences
To cover up the fraud, another accomplice was involved – a technical supervision engineer who provided a fictitious conclusion on the compliance of the funds spent with the work performed.
Comprehensive forensic construction, technical and economic examinations initiated by law enforcement officers confirmed the fact of the crime. All three offenders were served with notices of suspicion. They face up to 12 years in prison with confiscation of property.
