The High Anti-Corruption Court (HACC) has appointed and started a substantive hearing in a high-profile case of large-scale embezzlement of public funds. Former First Vice Prime Minister of Ukraine Andriy Kliuyev is in the dock, accused of embezzling almost UAH 200 million from the budget.
The Specialized Anti-Corruption Prosecutor’s Office (SAPO ) reported this on Facebook.
What’s the point?
According to the investigation, in 2010, Kliuyev, acting in collusion with the then Head of the State Investment Agency Vladyslav Kaskiv, organised the illegal allocation of UAH 170 million to the Semiconductor Plant OJSC, of which he had been a beneficiary since 2008.
Subsequently, another UAH 25.3 million was transferred to the accounts of controlled entities, allegedly to support energy-efficient technologies.
The total losses to the state amounted to almost UAH 200 million.
The case was initiated in 2014 and transferred to the NABU‘s jurisdiction in 2019. The investigation was conducted in absentia, as the accused has been hiding in the territory of the aggressor state since 2014, so the HACC is hearing the case in absentia.
The next court hearing is scheduled for 13 May 2025. The court also sent a ruling to the bar self-government bodies regarding the liability of Kliuyev’s lawyers who failed to appear in court without valid reasons.
Qualification of the crime:
- ч. 3 of Article 27, Part 5 of Article 191 of the Criminal Code of Ukraine – in relation to Klyuyev;
- ч. 5 of Art. 191 of the Criminal Code of Ukraine – in relation to the former head of the State Agency for Investment Kaskiv.
