Zelensky signs law on cyber defence: Ukraine will create a national system for responding to cyber attacks

On 17 April, President of Ukraine Volodymyr Zelenskyy signed Law No. 4336-IX on information protection and cyber defence of state information resources, which provides for the creation of a full-fledged national cyber incident response system. This was reported by the press service of the Verkhovna Rada.

The document is aimed at strengthening cybersecurity in the face of a growing number of cyberattacks, in particular by the aggressor state.

Among the key provisions of the law:

  • creating a national system for responding to cyber incidents, cyber attacks and cyber threats;
  • introducing a national system for exchanging information on cyber threats and attacks between government agencies;
  • introducing full-time positions of cybersecurity specialists in all public authorities and critical infrastructure facilities.

The law also provides for the development of unified protocols for response and coordination between government agencies in the event of cyber incidents.

“This document creates a systemic framework for the protection of Ukrainian cyberspace. It is part of a large-scale strategy for the digital security of the state in the context of hybrid warfare,” representatives of the Parliamentary Committee on Digital Transformation said in a commentary to the law.

As a reminder, on 27 March, the Verkhovna Rada adopted this law to strengthen the protection of state information resources and critical infrastructure.

Earlier, the government’s CERT-UA team reported new waves of targeted cyberattacks on employees of the defence industry and representatives of the Ukrainian Defence Forces, which only confirms the relevance of the new legislation.
