Ukraine will submit a large-scale package of new sanctions proposals against Russia to the European Union next week. According to Reuters, citing a copy of the 40-page document, Kyiv is demanding decisive steps amid uncertainty over the policies of the Donald Trump administration.
The document, known as the white paper, contains a number of initiatives:
- seizure and confiscation of assets of sanctioned persons with their transfer to Ukraine;
- Secondary sanctions against companies, in particular from China and India, that buy Russian oil or help the Kremlin circumvent restrictions;
- transition to qualified majority voting in the EU to avoid blocking sanctions by individual countries.
Kyiv emphasises: “The EU should develop its own sanctions policy, less dependent on the US policy. This is especially true against the backdrop of Trump’s statements about “Russia’s victory” and his unpredictability in terms of helping Ukraine.
The proposals are aimed not only at putting pressure on the Kremlin, but also on global players who indirectly finance Russian aggression. Kyiv’s initiative is expected to become an important topic of discussion in Brussels in the near future.
