The Verkhovna Rada of Ukraine has passed in the first reading the draft law No. 13439-3 amending the law “On the State Budget of Ukraine for 2025”. The document provides for additional funding for the security and defence sector in the amount of over UAH 412 billion, the Ministry of Finance of Ukraine reported.
The draft law, which is based on the government’s version of the draft law No. 13439, includes technical and editorial clarifications and additions, as well as an increase in the expenditure part of the state budget for 2025 to UAH 457 billion.
Key areas of allocation of funds:
- Ministry of Defence – UAH 311 billion
- MIA – UAH 84 billion
- Defence Intelligence of Ukraine – UAH 4.5 billion
- SBU – UAH 1.6 billion
- Parole – UAH 505 million
- State Special Communications – UAH 64.5 million
- Special fund – UAH 10.8 billion
In addition to the defence sector, the amendments also cover the other sectors:
- UAH 26 billion to the reserve fund;
- UAH 15.5 billion – for the urgent needs of the Ministry of Digital Transformation, the Ministry of Education and Science and the Ministry of Health.
The financing will be provided by over-execution of the budget revenues by UAH 155.5 billion, an increase in the issue of domestic government bonds by UAH 185 billion, and optimisation of expenditures by UAH 51.5 billion.
The key sources of revenue are personal income tax (UAH 56 billion), corporate income tax (UAH 32 billion) and transfers from the NBU (UAH 20.3 billion).
The Ministry of Finance stressed that the need for changes is dictated by the urgent need to provide the Defence Forces with weapons, ammunition and equipment amid the ongoing Russian aggression.
