OSCE Recognizes Russia’s Actions as Genocide and Calls for Decolonization

Bucharest, June 30, 2024 – The Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE) has adopted a resolution condemning Russia’s actions during its 10-year armed aggression against Ukraine, recognizing them as genocide against the Ukrainian people. This decision was made during the opening of the summer session in Bucharest, highlighting the importance of international response to the ongoing conflict.

Member of the parliamentary delegation Pavlo Frolov announced this in his Telegram channel, stating:

“On the opening day of the summer session in Bucharest, the OSCE PA adopted a resolution condemning the 10-year armed aggression of the Russian Federation against Ukraine, recognizing the actions of the military-political leadership of the Russian Federation and its armed forces during the full-scale invasion as genocide against the Ukrainian people.”

The resolution emphasizes the necessity of decolonizing Russia as a critical step for establishing lasting peace. The main points of the document include the following key aspects:

•   Call for De-occupation of Territories: All 53 OSCE member countries are urged to make efforts to de-occupy Crimea and all occupied territories of Ukraine, actively supporting the Peace Formula and the Crimea Platform.
•   Establishment of a Special Tribunal: The resolution calls on OSCE states to establish a Special Tribunal to hold Russia accountable for crimes committed during the aggressive war against Ukraine. It also proposes conducting international and national investigations into the mass atrocities, killings, tortures, and rapes committed by the Russian armed forces.
•   Use of Frozen Assets: The resolution underscores the need for a swift mechanism to use frozen Russian assets for the benefit of Ukraine. OSCE countries are invited to join the Agreement on the International Register of Damages caused to Ukraine by Russia’s aggression.
•   Illegitimacy of Russian Elections: The 2024 presidential elections in Russia are declared rigged, undermining the legitimacy of the entire electoral system in the country.
•   Return of Ukrainian Children and Release of Prisoners: The OSCE supports the creation of an International Coalition for the return of Ukrainian children and the release of all prisoners of war and civilians.
•   Ban on Russian Gas: EU countries are urged to ban the import, re-export, and transit of Russian liquefied gas through their ports.

This resolution represents a powerful step towards justice and support for Ukraine in its quest for independence and peace. The OSCE’s decision demonstrates the international community’s readiness to act and protect the rights of the Ukrainian people.
