Putin, in his statement in Astana on July 4, 2024, referred to the Taliban as allies of Russia in the fight against terrorism, considering their control over Afghanistan’s government. He also highlighted that Russia has received signals from the Taliban indicating readiness to cooperate on counter-terrorism efforts. It is noted that the Taliban has been recognized as a terrorist organization in Russia since 2003; however, in April 2024, the Russian Ministry of Foreign Affairs announced the possibility of reconsidering this status. By the end of May, both the Ministry of Foreign Affairs and the Ministry of Justice informed Putin about the potential exclusion of the Taliban from the list of banned organizations.
