“I Apologize on My Own Behalf and on Behalf of AMAN”: Military Intelligence Chief Takes Responsibility for Failure

On August 21, a solemn change of command ceremony took place at the “Gilot” military base, where Major General Shlomi Binder took over command of the Military Intelligence Directorate (AMAN) from Major General Aaron Haliva, who had announced his resignation in April this year.

Acknowledgment of Failure and Moral Principles

In his first speech since October 7, Haliva admitted that he had “not fulfilled the sacred oath.” He explained that he had done everything possible to remain a faithful soldier of the IDF and the State of Israel but had failed in the crucial task of warning about the war. Haliva’s resignation was driven by his moral principles, which he had instilled in numerous generations of soldiers and officers.

Ongoing War and Investigative Measures

Haliva emphasized that the likelihood of the war expanding remains relevant. The main goals of the war are the return of hostages and the destruction of Hamas. He revealed that in recent months, AMAN had conducted hundreds of hours of investigations to uncover the causes and gaps that led to the events of October 7. Haliva also called for the establishment of a state commission of inquiry to thoroughly and deeply analyze all factors contributing to the war to prevent recurrence.

Emotional Farewell and Address to the New Commander

Addressing his family, Haliva was overcome with emotion and said, “Everything I did was done for you. I lost many subordinates during my service, only by chance did a bullet not hit me.” He also apologized on his own behalf and on behalf of all AMAN.

Major General Binder then spoke, noting that he assumes command “with a sense of reverence.” He stressed that the heavy failure marking the beginning of the war and the immense price they paid will forever remain in his memory, but he urged not to give up and to continue the fight.

Future Plans and Challenges

Binder requested trust and loyalty from his subordinates and assured them that the war they are waging is just, long, and difficult, but it may still expand. He emphasized the importance of efforts to return hostages from the Gaza Strip, calling it a national and moral task. Binder also mentioned the threat on the northern front and the need to continue preparations for a possible expansion of the war in the north.

At the end of the ceremony, the Chief of Staff of the IDF, Lieutenant General Herzi Halevi, spoke, thanking Haliva for 38 years of service and highlighting his impressive managerial and executive skills. Halevi acknowledged that October 7 interrupted a string of successes and cast a shadow over achievements, and that public expectations from intelligence are justified. Addressing Binder, Halevi emphasized that to handle the most challenging tasks, it is crucial to understand people and ask the right questions. Halevi also responded to criticism regarding Binder’s appointment, stating that after reviewing his work, they concluded that he is the right person for the position.
