Competitive procurement in Ukraine increased to UAH 841 billion: Prozorro introduces new mechanisms

The volume of competitive procurement in Ukraine in 2024 increased to UAH 841 billion, which is 36% more than in 2023. This was reported by the Ministry of Economy of Ukraine.

Business participation in bidding has increased, with the average number of bids per tender rising from 2.03 in 2023 to 2.38 in 2024. Ukraine’s public procurement system is highly resilient even in times of war. Prozorro Market has significantly increased its volumes – the value of concluded transactions has increased fivefold, reaching UAH 67.3 billion. Over the past four years, this tool has saved over UAH 11.4 billion for the budget.

Competitiveness remains even in the frontline regions. In Zaporizhzhia region, 77% of procurement in 2024 was conducted competitively, and in Kharkiv region – 63%.

The new framework agreement mechanism introduced by Prozorro for the defence sector ensures transparency and competition while protecting supplier data. As a result, the volume of competitive procurement for defence has more than doubled from UAH 60 billion to UAH 168.4 billion.

Last year, the first tenders for the purchase of Ukrainian FPV drones and agricultural land demining were held on Prozorro. We also started procuring goods in accordance with international rules: we signed contracts worth UAH 700 million, including for charging stations for hospitals funded by the World Bank and the restoration of power grids with the support of the Red Cross.

Prozorro CEO Mykola Tkachenko emphasised that the company had introduced e-contracting, new qualification criteria and an English-language version of the website. Prozorro has also been connected to the DREAM system to track procurement as part of Ukraine’s reconstruction and integrated with Trembita to automatically exchange data between state registers. In 2025, it plans to expand these integrations to simplify the user experience.
