In January-April 2025, gambling organisers replenished the state budget of Ukraine by UAH 6.3 billion, which is 14.5% more than in the same period last year.

This was announced by the Chairman of the Parliamentary Committee on Finance, Taxation and Customs Policy Danylo Hetmantsev on Telegram.

Revenue growth and records

“This is UAH 0.8 billion more than in January-April 2024, and 167 times more than in 2021, when revenues amounted to only UAH 37.7 million,” Hetmantsev said.

In April this year, the gambling industry paid UAH 0.7 billion, which is 31.7% less than in April 2024. However, the structure of tax revenues for the month saw a significant increase in personal income tax on winnings – up to UAH 348.5 million.

The largest revenue items:

  • Corporate income tax amounted to UAH 3.71 billion for 4 months;
  • Personalincome tax (winnings of individuals) was the highest in April.

Following the legalisation of gambling in Ukraine in 2020, the government has gradually introduced financial and regulatory mechanisms to increase transparency and budget revenues.
