The Verkhovna Rada of Ukraine has passed a law that provides for an increase in excise taxes on tobacco products. According to information posted by MP Yaroslav Zheleznyak on Telegram on 4 December, the price of a pack of cigarettes will increase by UAH 40. According to the MP, draft law No. 11090 was supported by 237 votes in the second reading.
Under the new regulations, starting in 2025, excise duties on filter and non-filtered cigarettes will be increased by 23.4%, from €47 to €58 per 1,000 packs. The minimum tax liability will also increase by 23.9%, from €63.45 to €78 per 1,000 units.
A special feature of the new law is the transition from hryvnia rates to euro payments. This is aimed at bringing tax rates closer to the minimum requirements of the European Union, which will be done gradually.
The MP noted that as a result, these changes will lead to an increase in cigarette prices, which is likely to exceed UAH 40 per pack.
