Israel’s Foreign Minister Israel Katz sent a letter to dozens of his foreign colleagues in which he explained in detail the reasons for the July 30 liquidation of Fuad Shukr, also known as Hajj Muhsen. He stressed that the move was part of an effort to prevent a full-scale war with Hezbollah.

Shukr, Hezbollah’s chief of staff, has been implicated in a string of bloody terrorist attacks, including a 1983 attack on a peacekeeper barracks in Beirut that killed 241 US and 58 French troops. Most recently, on July 27, 2024, he orchestrated a rocket attack on Majdal Shams that killed 12 children.

Katz emphasized that Israel seeks to avoid an escalation of the conflict and called on the international community to support the implementation of UN Resolution 1701. This document, adopted in 2006, requires the withdrawal of Hezbollah armed formations from southern Lebanon beyond the Litani River, which, according to the Israeli side, is the key to preventing further violence.
