International Atomic Energy Agency (IAEA) Director General Rafael Grossi arrived in Kyiv on his 12th visit to Ukraine since the start of Russia’s full-scale invasion in 2022. In the capital, he met with the Minister of Energy of Ukraine Herman Halushchenko.
“Started my 12th visit to Ukraine since February 2022, reaffirming the IAEA’s support for the country,” Grossi wrote on social media platform X.

The parties discussed, in particular:
- Restore Ukraine’s energy infrastructure;
- Completion of construction of new power units at Khmelnytsky NPP;
- Carrying out repair work on the territory of the Chernobyl nuclear power plant;
- Assessment of the condition of power substations.
Special attention was paid to the safety of Zaporizhzhya NPP, which remains occupied by Russian troops. Galushchenko stressed that only a Ukrainian licensed operator can guarantee the safe operation of a nuclear facility in accordance with international standards. He stressed that ZNPP should be returned under full and sovereign control of Ukraine.
The Ministry of Energy added that the parties also discussed other issues:
- Ensuring nuclear and radiation safety in time of war,
- prospects for the development of nuclear generation in Ukraine,
- the importance of international support in maintaining the stability of the Ukrainian energy system.
Galushchenko noted that Ukraine has not only the infrastructure but also unique experience and trained personnel capable of developing nuclear energy even in the face of military operations.
