The Ministry of Defence of Ukraine has announced the launch of strategic measures under its anti-corruption programme for 2025-2026. The new initiatives are aimed at systemic changes in the defence sector with a focus on a culture of integrity and responsibility among military officials and civil servants.
Key areas of reform
The programme includes:
- Improving legislation to address gaps in the defence sector.
- Full inventory of military property with registration of rights to real estate and land.
- Launch of an electronic fuel monitoring system to help optimise costs.
- Audit and valuation of intellectual property in the military sphere.
- Transparent defence procurement mechanisms to combat abuse.
- Establishment of a state defence product quality assurance system.
- Development of automated intellectual propertyvaluation systems.
Monitoring and transparency
The programme will be monitored by the Department for the Prevention and Detection of Corruption. Regular analysis of the effectiveness of the measures and reports on the results will be published on the official website of the Ministry of Defence to ensure transparency of the initiatives.
Training and professional development
The programme is implementing a comprehensive training system for military officials and civil servants. This includes specialised training on anti-corruption legislation and refresher courses.
Expected results
The implementation of this programme is intended to:
- Increase the efficiency of resource use in the defence sector.
- Strengthen the state’s defence capability by building an integrity system.
- Ensure compliance with NATO standards, which is key to Ukraine’s integration into the Euro-Atlantic community.
