The Ministry of Justice of Ukraine has announced the resumption of all major services of the Unified State Register (USR) after a large-scale cyberattack carried out by the Russian Federation on 19 December 2024. This became known on 10 January, when experts confirmed the stable operation of the registers and the availability of key services to users.
Basic services restored
Among the restored services on the USR portal:
- free search for information in the register;
- generating extracts from the registers;
- receiving the results of administrative services by access code;
- access of public authorities to information from the register through access identifiers.
The Ministry of Justice noted that experts continue to work on strengthening the protection of registers to ensure their stable operation in the future.
Working together to ensure safety
According to the Ministry of Justice, the State Enterprise National Information Systems, the SBU Cyber Department, the State Service for Special Communications and Information Protection of Ukraine, and the Cyber Police are actively cooperating to strengthen data protection. This will ensure stable and secure operation of the registers for users and government agencies.
Consequences of a cyber attack
The largest cyberattack on 19 December led to significant technical problems and temporary restrictions on access to state registers. However, by the end of December, some services were restored. It was initially expected that full recovery would take about two weeks, and the situation has now stabilised.
This event is yet another confirmation of the challenges Ukraine faces in the context of hybrid warfare, which includes the active use of cyberattacks to destabilise the country’s internal systems.
