Zelenskyy imposes sanctions against Poroshenko, Kolomoisky, Zhevago and Medvedchuk

President of Ukraine Volodymyr Zelenskyy has signed Decree No. 81/2025, which enacted the decision of the National Security and Defence Council of Ukraine (NSDC) to impose personal sanctions on a number of prominent individuals. The document is published on the official website of the President.

“To enact the decision of the National Security and Defence Council of Ukraine of 12 February 2025 ‘On the Application of Personal Special Economic and Other Restrictive Measures (Sanctions)’,” the decree says.

Who was affected by the sanctions

They were subject to indefinite sanctions:

  • Petro Poroshenko is the fifth president of Ukraine and a member of the European Solidarity party.
  • Ihor Kolomoisky is a Ukrainian oligarch and former owner of PrivatBank.
  • Konstantin Zhevago is a businessman and former owner of Finance and Credit.
  • Gennadiy Bogolyubov is a businessman and Kolomoisky’s partner.
  • Viktor Medvedchuk is a former MP from the banned OPFL and an ally of Putin.

What the sanctions provide for

The imposed restrictive measures are indefinite and include:

  • Complete blocking of assets in Ukraine.
  • Deprivation of state awards and other distinctions.
  • Suspension of all trade operations.
  • Prohibition on the withdrawal of capital abroad.
  • Other economic and legal restrictions.

Control over the implementation of the sanctions is vested in the Secretary of the NSDC. The Decree comes into force from the moment of its publication.

The day before, President Zelenskyy announced that he was preparing new sanctions decisions against those “who destroyed Ukraine’s national security”. This was part of a large-scale campaign to cleanse the country of the influence of oligarchs and pro-Russian figures.
