SSU and National Police detain Russian agent who tried to blow up police officers in Kyiv

On 17 November 2024, the SSU and the National Police detained an agent of the Russian special services who was attempting to commit a terrorist act in the centre of Kyiv. The attacker attempted to arrange an explosion at the place of a police call, which was part of a larger plan provoked by hostile forces. This information is provided by the Time Ukraine Israel news portal, citing the SBU press service.

Terrorist plans and attempted bombing

On 17 November, Kyiv police officers responded to a call about domestic violence in an apartment building in the Pechersk district of the capital. However, when they tried to enter the house, a specially installed tripwire equipped with an F-1 combat grenade went off. As it turned out, the call to the 102 line reporting an emergency was a fake call created to trap the police officers and physically kill them.

Cooperation with Russian special services

The investigation revealed that this act of violence was planned by Russian special services. A 43-year-old resident of Kyiv region, a former recidivist with six previous convictions for various criminal offences, including robbery and escape from prison, was involved in the terrorist operation. The agent completed a preliminary “test” task: he set fire to a relay cabinet of Ukrzaliznytsia on the outskirts of Kyiv and passed the relevant videos to his supervisor.

Establishing a “stretch” and detention

The offender rented an apartment in the central part of Kyiv, where he installed a tripwire with a grenade and video cameras to record the explosion in real time. The professional actions of law enforcement officers helped to avoid casualties among police officers: the explosion occurred, but no one was injured. Thanks to the operational work of the SSU and the National Police, the suspect was detained in hot pursuit.

Investigative actions and prospects for punishment

During the searches of the detainee’s residence, the SSU seized a mobile phone, SIM cards and clothes with evidence of criminal actions. The SBU served the suspect a notice of suspicion of committing a terrorist act (Article 258 of the Criminal Code of Ukraine). The offender is currently in custody. He faces up to 12 years of imprisonment with confiscation of property.

Joint efforts in the fight against terrorism

The operation was conducted by the SSU officers in Kyiv and Kyiv region in cooperation with the SSU Department of Counterintelligence and the National Police, under the procedural supervision of the Kyiv City Prosecutor’s Office.

The detention of the Russian agent is yet another confirmation of Ukraine’s effective fight against the terrorist threat posed by foreign intelligence services trying to destabilise the situation in the country.
