Ministry of Defence presents updated model of drone procurement for the Armed Forces: new rules, marketplace and openness for manufacturers

The Defence Procurement Agency of the Ministry of Defence of Ukraine (DPU) has presented an updated model for procuring drones for the needs of the Armed Forces of Ukraine to drone manufacturers. The new approach is designed to create a competitive environment, provide predictability for manufacturers and fast delivery for the army. This was reported by the Ministry of Defence.

According to Hlib Kanevskyi, Director of the Procurement Policy Department of the Ministry of Defence, more than UAH 128 billion is allocated for the purchase of drones in 2025, and these funds should be used as efficiently as possible. The innovations will help eliminate barriers for market participants, reduce bureaucracy and shorten the time from application to delivery.

“We are changing our approaches to make the funds work effectively: we are creating clear rules for the market, ensuring predictability for producers and results for the army,” Kanevsky said.

Key innovations:

  • Direct contracts – for the purchase of unique or specialised drones.
  • Framework agreements – for the procurement of FPV drones with similar characteristics through competitive bidding.
  • DOT-Chain Defence is a new drone marketplace where the military will be able to choose the equipment they need.
  • Verification of suppliers – only verified companies with no ties to Russia, Iran or Belarus are allowed to participate.
  • Simplified participation process – transparent rules, a step-by-step explorer on the website of the Healthcare Association, and a reduction in the duration of inspections.

“This opens up the market to scale, and the state to quickly meet the needs of the Armed Forces,” added Arsen Zhumadilov, director of the AOZ.

Military units will also have more autonomy: drones will now be supplied not only centrally, but also in response to actual requests from the frontline. This will reduce the delivery time to a few weeks.

During the online meeting with market representatives, more than 200 participants had the opportunity to ask questions, make suggestions and discuss new rules of cooperation.
