The National Council of Ukraine on Television and Radio Broadcasting once again draws the attention of the media to the importance of correct and professional coverage of sensitive topics, including mobilisation processes and the activities of the Territorial Recruitment Centres (TRCs). This appeal is especially relevant in the context of constant information attacks by the enemy, which are trying to destabilise Ukrainian society and undermine confidence in state institutions, the press service of the National Council of Ukraine on Television and Radio Broadcasting reported.

The threat of disinformation

The enemy propaganda is actively working to create a negative image of the mobilisation and “demonisation” of the CCC. Their strategy is to cause panic, split society and reduce Ukraine’s defence capabilities. According to the National Media Literacy Project “Filter”, $1.6 billion has been allocated in the state budget for Russian propaganda, which confirms the seriousness of their information efforts. The main areas of this propaganda include:

  • Spreading disinformation about mobilisation activities in Ukraine.
  • Manipulation of public opinion aimed at discrediting the army and state institutions.
  • Creating fictitious conflicts to intimidate the population and disorient society, which can lead to a decrease in international support.

The importance of responsible reporting

The National Council emphasises that the Ukrainian media have the potential to become reliable sources of truthful information in times of crisis. In particular, the media should:

  • Adhere to high standards of journalism by carefully checking sources, especially when quoting foreign resources, to avoid the spread of fake news.
  • Be careful with emotional statements when covering sensitive situations, as such statements can be misinterpreted and used by the enemy.
  • Understand that a lot of negative news comes from social media, where it is difficult to verify its authenticity. Therefore, fact-checking should become the basis for quality information.

Joint efforts to strengthen defence capabilities

Ukraine’s enemies know that a decrease in the number of Ukrainian soldiers brings their victory closer. Therefore, this threat can only be countered by combining the efforts of society, the army and the media. It is important that these three forces work together rather than oppose each other.

Earlier, the National Council monitored Russian media resources that actively spread hate speech and propaganda narratives. In particular, the analysis of 6205 publications in 1915 sources confirmed the systemic nature of Russian disinformation.
