KYIV – Ukraine’s Deputy Prime Minister and Minister of National Unity, Oleksiy Chernyshev, has announced that Ukraine is analysing the experience of Israel, Romania, Lithuania, Latvia and the Balkan countries in the context of returning citizens. These measures are aimed at developing strategies that will help overcome the brain drain and strengthen the national community.
“Preserving human capital, strengthening unity and encouraging Ukrainians to return home are our priorities for the coming years. Not only the victory and restoration of the country, but also its successful economic future and the existence of the nation as such depend on this,” Chernyshev wrote on Facebook.
The Minister highlighted the experience of Israel, which has successfully integrated more than 3.3 million immigrants since 1948 using the Aliyah model. This programme offers immigrants a variety of incentives, including financial support, housing subsidies, health insurance and tax breaks, which could serve as an example for Ukraine.
Chernyshev also pointed to the successes of Lithuania and Latvia, where economic growth has made these countries attractive to their citizens who return from other EU countries with new professional skills and a European outlook. “This is inspiring and gives Ukraine a vision of how to implement a successful, secure, modern state,” he added.
