Kyiv, 21 March 2025 – The Ministry of Foreign Affairs of Ukraine has reported that during the upcoming meeting of the Ukrainian and American delegations in Saudi Arabia, the parameters of proposals for various ceasefire regimes in the context of the war with Russia will be discussed. This is stated in a statement by Foreign Ministry spokesman Heorhiy Tykhyi, quoted by Interfax-Ukraine, according to Evropeiska Pravda.
According to Tykhyi, Ukraine views these talks as a bilateral Ukrainian-American technical round, not a political one. “They will discuss the details and implementation of decisions that have already been made at the political level. This is a meeting of experts from the Ukrainian and American sides who have to figure out how it should look, how it will work, who will control it and how it will be monitored,” he explained.
The spokesperson added that the Ukrainian side does not know whether and in what format contacts between Americans and Russians will take place in Saudi Arabia. “It is their choice. But we are preparing for the talks as a bilateral Ukrainian-American history,” Tychy stressed. He also clarified that Foreign Minister Andriy Sybiga will not participate in the meeting, as it is not political in nature, but will include a “military component”.
Earlier, US Special Envoy Keith Kellogg said that during the talks in Saudi Arabia, representatives of Ukraine and Russia could be in different rooms, and the US delegation would act as a mediator, moving between them. The White House also announced that a new round of talks on a peaceful settlement in Ukraine would take place in Saudi Arabia on 23 March.
These talks are part of a broader initiative to find ways to de-escalate the conflict. Ukraine has insisted that its position on territorial integrity and security be taken into account, while Saudi Arabia’s role as a neutral platform is increasingly being strengthened in international efforts to resolve the war.
