Vietnam Strengthens Ties with the US Amid Putin’s Visit

On June 22, Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink visited Vietnam. He stated that trust between the two countries is at an “all-time high.” Kritenbrink’s visit followed President Vladimir Putin’s visit to Hanoi. He emphasized that his trip was unrelated to Putin’s visit.

Strategic Partnership Between Vietnam and the US

Last year, Vietnam recognized the US as a strategic partner, elevating their diplomatic status to the highest level, on par with China and Russia. Hanoi aims to diversify its international relations and become an alternative supplier of high-tech components for the US, reducing reliance on China. In 2023, trade between the US and Vietnam totaled $111 billion, compared to only $3.6 billion between Vietnam and Russia.

Russia’s Role in Relations with Vietnam

Russia remains a crucial ally for Vietnam, supplying defense products and oil exploration technologies, which help Vietnam assert its claims in the disputed South China Sea. During his visit on June 20, Putin signed at least ten agreements with Hanoi. He stressed the importance of “developing a reliable security architecture” and criticized NATO. Some agreements likely involve defense and financing, potentially circumventing international sanctions with payments in oil and gas rights in the South China Sea.

Territorial Disputes in the South China Sea

Territorial disputes in the South China Sea involve China, the Philippines, Vietnam, Malaysia, Brunei, and Taiwan. These disputes are a potential flashpoint that could lead to conflict between the US and China. Analysts suggest Vietnam might acquire new Russian tanks and warships to protect its interests. However, it remains uncertain if Vietnam is willing to use them against China.

US Position on Vietnam’s Sovereignty

Daniel Kritenbrink stated that only Vietnam can decide how to protect its sovereignty and promote its interests. He highlighted the importance of economic relations between Vietnam and the US and the US’s readiness to support Vietnam.
